Some people suggest that governments like war because they enable them to exert more control over their citizens as well as raising taxes and passing other legislative measures that wouldn't normally be possible.
Put it this way, if there was nothing to gain strategically nor economically, they wouldn't do it.
Why did USA go to war with Iraq? Because Sadam's crimes against humanity?
Then why didn't they lift a finger in Rwanda with their (millions of people) genocide?
I sincerely doubt any government would go to war if they knew they wouldn't gain anything from it, while losing some of their people!

Well I am not trying to scare people off but use a little common sense. Yes wars happen without governements and people fight for profit, land and whatever they can get their hands on.
I've racked my brains and can't think of a war involving a developed country that wasn't started by either a government or a monarch. I'm using the developed world because I think we've moved on from small scale tribal conflicts now.
Me too, adi. I think anybody who started a war in history always was or turned out to be "a great leader". "a great leader" equates to somebody who is in or who will soon be in a governing position. It takes "a great leader" to rally troops to take up arms and go to war - nowadays we have the media to even help getting folks motivated to go fight wars they themselves don't even know anything about!
Great Leader: "Let's go fight a war in Vietnam!!!"
Soldier: "Okey-dokey!"
<pause...>
Soldier: "Uh... where's Vietnam? Is that anywhere near the Mississipi?"
