Where is the line.

When I joined teams there were always initiation rituals, however none of them included me getting naked.

Usually the first thing that I think of when I read, "Hazing caused me destress" I think that s/he was pampered too much, however in the case of McGill, if what the victim says happened actually did, then being prodded analully is way too far. Now there was no mention of penetration and the guy did have his boxers on, but if he says no then that should be enough. If someone chooses to go through with it is one thing, but this guys said no but was then pressured into doing it.

Initiations are a necessary thing for teams, it creates some common thing that everyone in the looker room can reference. Like remember when I joined......

This is a big thing, it is a way to jump start the kinds of relationships that you need for a team to survive. However any contact that can be damaging should be left out. Being humiliated and emabarrased is one thing, getting on your knees so someone can poke you with a broom is quite another.

we never had hazing with the rugby team, you either survive or you dont survive. Team hazing is stupid period, it does nothing for the team if anything it brings people down.
