Many regulatory agencies hire people from industries. They are expecting that self regulation is functional. I think this premise is incorrect, and this is just one of gazillion problems that regulatory agencies like FDA have.

Self regulation can work, but there are too many interferences, and political pressure in most cases. Look at the Engineering Profession in Canada for example. It is completely self-regualted. The Schools are all up to the standards and are assessed regularly by the CCPE and CEAB.
