Press Releases: Liberals Will Miss Home Care Deadline Says Crowder

“Canadians are suffering while the Liberals are silent.” – Jean Crowder

OTTAWA – On the anniversary of the First Ministers’ Health Accord, NDP MP Jean Crowder says the Martin’s Liberal government will miss a key deadline they promised.

“In both 2003 and 2004, the Liberals offered money to the provinces to provide first-dollar coverage for acute, short-term homecare by the end of 2005. But the government still hasn’t agreed with the provinces what should be covered,” said Crowder.

“People coming home from hospital after major surgery, Canadians suffering a crisis in mental health, or people facing the end-of-life are waiting for some action on this important sector of health care. Will nursing care be covered? What about meal preparation or help with getting dressed? Will someone dying of cancer be able to stay at home and have their pain managed?” asked Crowder.

In 2004, the First Ministers agreed to provide:

  • Short-term acute home care for two-week provision of case management, intravenous medications related to the discharge diagnosis, nursing and personal care;
  • Short-term acute community mental health home care for two-week provision of case management and crisis response services; and
  • End-of-life care for case management, nursing, palliative-specific pharmaceuticals and personal care at the end-of-life.


“The Liberals also agreed that progress on implementing home care services would be reported on each year, but we haven’t heard of any progress on developing comparable indicators. Right now, Canadians don’t know if their health care tax dollars go to lawn care or to maintain services in public hospitals,” said Crowder.

“Providing adequate home care will help reduce the pressure on hospital beds – one of the causes of long waiting times in emergency rooms. The Health Minister should tell us if this deadline will be reached, or if Canadians will be left waiting by the Liberals once again,” said Crowder.
