A Wharf for the Taking

Halifax Herlad Writes:"OTTAWA - In 1999, Ottawa gave more than $3 million and the Digby wharf to a non-profit society, which spent the money, neglected maintenance and is now trying to sell the wharf to foreigners."

When a group took over the operation there was nobody overseeing them. I don't even know is there was a contract saying that they were supposed to spend money on the wharf. If there was then none of this should of happened. I am also uncertain why an outside group was in charge, NOT the people going to be using the wharf. Did the government feel that these people were not responsible enough? I think that they would of been the best choice because tehy NEED the wharf to survive.
